Established by the South Australian Government in 1994, the scholarship is offered annually to assist young South Australians to further their professional development and training in the performing arts, including music. The scholarship has been created to honour Dame Ruby's lifelong commitment to ensuring young people's participation in the arts.

Applicants must: be 26 years of age or under at the closing date for applications; be Australian citizens or permanent residents; and be undertaking an appropriate professional development activity, such as a course of specialist study or training that falls outside the Austudy award, or an apprenticeship or mentorship with an established practitioner or group.
